  • Must be able to gather and apply information effectively.
  • Able to work across organizational boundaries.
  • Encourage the open transfer of information.
  • Use evidence to influence the system.

This is shown by having:

  • A routine to gather and apply intelligence to their projects.
  • The ability to assess credibility and applicability of information.
  • The ability to openly communicate / share knowledge and information.
  • Actively seeks to apply evidence to improve system performance.

  • Methods for information gathering and assessment.
  • Formal and informal knowledge transfer practices - encouraged of others and apply by self.
  • Evidence based planning and decision making practices.
