Description of the presentation: This presentation will provide an overview of CIHI’s pan-Canadian gender, sex, and sexual orientation (GSSO) data standards, which were officially released in September 2025. We will provide an overview of the development process, including engagement with 2SLGBTQI+ community members.

Bio of Presenter: Shannon O’Connor: Shannon O’Connor has over 15 years of experience in digital health, health data analytics and data standards development. An enthusiastic, forward-thinking leader, Shannon is passionate about using data standards to advance interoperability and improve health care. As the Manager of Data Standards at the Canadian Institute for Health Information (CIHI), she works collaboratively with federal, provincial and territorial partners to develop and advance digital health standards that help inform system-wide improvements that support better health outcomes for all Canadians.

Shannon is a member of the Digital Health Canada Board of Directors, the HL7 Canada Council and is co-chair of Canada Health Infoway’s Sex and Gender Working Group. She has a Bachelor of Arts (Honours) degree from Queen’s University, a Master of Arts (Honours) degree from the University of Ottawa and is a certified Prosci Change Practitioner.

Modernizing Health Care Connectivity Project - Rolling Network Outages - Successfully Completed

Access Layer Switches - Scheduled Network Outage Notification - March 4th, 2026 - 11PM - 2AM - QEH Boiler Plant - Mechanical Area - Completed

Outage Status:

We are pleased to confirm the successful and efficient execution of tonight’s coordinated outage activity at Queen Elizabeth Hospital (QEH) as part of the Modernizing Health Care Connectivity (MHCC) program.

Success Metrics & Scope

• Completion Time: Concluded at 01:20 AM within the planned maintenance window (11:00 PM – 2:00 AM).
• Clinical Areas Impacted:

  • Same Day Surgery – 2nd Floor
  • Eye Surgical Suite
    • Support Area:
  • Boiler Plant Maintenance Office

Outcome

Network infrastructure upgrades were successfully completed and wired, and wireless connectivity has been fully restored across the impacted areas.

No critical incidents were reported during the cutover or post-validation period, and service restoration was confirmed with on-site operational teams.

This result reflects strong coordination across ITSS, infrastructure teams, and clinical stakeholders.

Access Layer Switches - Scheduled Network Outage Notification - February 11th at QEH - To Do

Outage Status:

We are pleased to confirm the successful execution of the MHCC network equipment upgrade at Queen Elizabeth Hospital (QEH), 3rd Floor.

SUCCESS METRICS & SCOPE:

  • Completion Time: Concluded at 1:29 AM, within the scheduled window. The high-priority list was completed by 11:30 PM.
  • Clinical Scope: Successfully migrated and restored wired and wireless services across all impacted 3rd Floor areas, including:
    • Laboratory Departments: General Office, CA, Cytology, Hematology, Blood Transfusion, Endoscopy, Chemistry, Histology, Immunology, Microbiology, Pathology
    • Pharmacy (PACMED1)
    • Human Resources
    • PSC Offices
    • Administration (Business Office)
    • QEH Foundation
    • Maintenance / Johnson Controls (Penthouse)
  • Key Outcome: No critical incidents were reported during cutover or validation. Connectivity was confirmed, and monitoring will continue next business day.

This was a controlled planned outage execution aligned with our MHCC modernization roadmap.

Access Layer Switches - Scheduled Network Outage Notification - January 21st at QEH - Completed

Outage Status:

We are  pleased to confirm the successful execution of tonight’s coordinated outage activity in QEH TR5.

Success Metrics & Scope:
Completion Time: Concluded at 1:45 AM
Clinical Scope: Network services successfully migrated and restored across all targeted areas, including:
   – High-Acuity Areas: OR-adjacent administrative functions and clinical support zones
   – Support Services: Pharmacy, Biomed, Nutrition Services, Maintenance
Key Outcome: No critical incidents reported during cutover or post-validation. Service restoration was confirmed on site.

Access Layer Switches - Scheduled Network Outage Notification - December 10th at QEH - Completed

Outage Status:

We are pleased to confirm the successful and efficient execution of tonight’s coordinated outage activity for the TR12 Access Layer migration under the Modernizing Health Care Connectivity (MHCC) program.

Success Metrics & Scope:

  • Completion Time: Concluded at 12:23 AM ahead of the scheduled 1:00 AM completion target.
  • Clinical Scope: Successfully migrated and restored network services across all targeted areas, including:
    • High-Acuity Areas: Emergency Department, Trauma Bay
    • Support Services: Triage, ED Admitting, ED Clinical Core

Key Outcome: No critical incidents were reported during the cutover or post-validation period. Service restoration was confirmed.

Affected Areas at Queen Elizabeth Hospital:  The following areas are impacted:

  • Triage
  • Trauma Bay
  • ED Admitting
  • ED Clinical Core

Units 1-9 (All Units), Infection Control, Classroom G, ICU/CCU: Critical Care, Health Records, L&D
Nutrition Services, Pastoral Care, ITSS EUS Office, Pharmacy, Staffing Office Room, Telecommunications, Doctor's Lounge, Physical Medicine

Nov 19th Outage Status Update:

We are pleased to confirm the successful and efficient execution of Nov19th's coordinated outage across QEH TR3, TR8, TR9, and TR16.

Success Metrics & Scope:

  • Completion Time: Concluded at 11:54 PM, approximately 2 hours ahead of the scheduled 2:00 AM completion target.
  • Clinical Scope: Successfully migrated and restored network services across all targeted zones, including:
    • High-Acuity Areas: ICU/CCU, L&D, Pharmacy, Units 1-9 (Med/Surg, Rehab, Gyn/Mat).
    • Support Services: Nutrition Services, Infection Control, Admitting & Pastoral Care, Main Elevator Zones, and all associated offices/lounges.
  • Key Outcome: Zero critical incidents reported during cutover or post-validation. Service restoration was confirmed with operational leads on-site.

This achievement reinforces our operational rigor. We are now focusing all preparation efforts on the upcoming TR12 (Emergency Department) migration on Dec 10th 2025.

 

Access Layer Switches - Scheduled Network Outage Notification - October 22nd at QEH - Completed

Oct 22nd Outage Update: 

We are pleased to confirm that the TR4 outage activity was successfully completed as planned.
Work began at 11:00 PM and was completed by 1:24 AM. All services have been fully restored, and operations have resumed to normal.

All post-cutover testing was successful, and no issues were reported. The Service Centre has been notified and provided with the All-Clear, along with escalation instructions for any network-related concerns at the CTC on Thursday, October 23rd.

QEH EUS and Network Operations teams will continue to provide on-site, and remote support as required to ensure stable performance following the activity.
